Ian Ball, the former chief executive of the International Federation of Accountants, has been appointed chair of CIPFA International, working with the institute on its global growth and development.

Ball led IFAC from 2002 to 2013. In 2009, he oversaw the publication of the first comprehensive suite of International Public Sector Accounting Standards.

Ball said working with CIPFA was a ‘tremendously exciting prospect’.

He said: ‘The institute is uniquely placed to help governments develop stronger financial management practices. But there is still a huge challenge to get all governments to take their financial responsibilities seriously.

‘The sovereign debt crisis has exposed both poor accounting and auditing practices and precariously fragile public finances in many countries. I relish the opportunity to be part of a team committed not only to promoting urgent action on reform, but also offering practical solutions. Securing stronger financial management is key to ensuring stability in fiscal policy and, more importantly, the delivery of public services.’

Welcoming the appointment, CIPFA chief executive Rob Whiteman said he was ‘thrilled’ to have Ball on the institute’s team.

‘Ian is renowned for both his deep knowledge of the profession and his abiding passion for improving public financial management,’ said Whiteman.

‘His expertise and guidance will be invaluable as we work to accelerate and expand CIPFA’s international growth and development.’

Prior to joining IFAC, Ball worked in his native New Zealand where he oversaw the modernisation of public sector management practices. He is a member of CIPFA and also a fellow of the New Zealand Institute of Chartered Accountants and of CPA Australia.

He will formally take up his CIPFA role on October 1.
