CIPFA has awarded EY’s IPSAS lead Thomas Müller-Marqués Berger honorary membership to celebrate his “outstanding” contribution to raising the standards of global public financial management.

Most recently, Müller-Marqués Berger, global head of public sector accounting standards at EY, has championed better accounting and auditing standards through the promotion of IPSAS.

He has delivered presentations, speeches and training on how to implement the standards all over the world, and has published a book, IPSAS Explained, which has served to boost public sector transparency and accountability.

Announcing the award at an event after the first day of CIPFA’s International Seminar in Luxembourg yesterday, Ian Ball, chair of CIPFA International, said Müller-Marqués Berger’s work had had a “genuine impact” on the sector.

“In the face of greater uncertainty, it is people like Thomas and the values he promotes which help us overcome obstacles,” he said.

“All through his contribution, he has helped boost the skill set of public financial professionals around the world so they can make a positive difference. This echoes CIPFA’s own work to drive professionalism and raise standards.”

As well as working for almost 25 years at EY, where he has been a partner since 2003, Müller-Marqués Berger serves as the inaugural chair of the Consultative Advisory Group for IPSAS and represents the Federation of European Accountants at the European Commission Accounting Advisory Council.

Müller-Marqués Berger started working at the ‘big four’ accountancy firm straight after graduating from the University of Mannheim, Germany in 1993. Four years later, he passed his tax advisor exam, and in 1999 became a certified public accountant.

Since then, he has enjoyed substantial success both in Germany and beyond, and today boasts many years of experience auditing and advising local government, not-for-profit organisations and national and multinational businesses.

Ian Carruthers, the chair of the International Public Sector Accounting Standards Board and chair of CIPFA Standards said: “Thomas Müller-Marqués Berger has made an outstanding contribution to public finance that deserves to be recognised in this manner.

"Throughout his career and throughout the world Thomas has worked tirelessly to improve transparency and accountability in public finance. He has raised standards and pushed for reform which has helped the sector deal with significant budgetary challenges.

"These are values that CIPFA works hard to champion and I am enormously pleased that we are able to welcome him into the Institute's fold as an honorary member."
