Federica Mogherini, Italian foreign minister, has already been named EU foreign policy chief and Juncker’s deputy. 

Cypriot minister Christos Stylianides replaces Kristalina Georgieva as international cooperation, humanitarian aid and crisis response commissioner.

Georgieva has been promoted to vice-president for budget and human resources, where she will work closely guiding all commissioners. Jyrki Katainen, outgoing economics commissioner and former prime minister of Finland, has also been promoted to vice-president for jobs, growth, investment and competitiveness.

In a host of moves announced last night, it was also confirmed that Valdis Dombrovskis, former Latvian prime minister, will become the commission’s vice-president for the euro and social dialogue.

Announcing the moves, Juncker said: ‘I am presenting the team that will put Europe back on the path to jobs and growth.

‘What I present to you today is a political, dynamic and effective European Commission, geared to give Europe a start. I have given portfolios to people – not countries. I am putting 27 players in the field, each of whom has a specific role to play – this is my winning team.’

Among other commissioner-level changes, it has already been confirmed that the outgoing Croatian consumer commissioner, Neven Minica, is to take the top international development job in Brussels.

Former French finance minister Pierre Moscovici will be moved to the economic and financial affairs, taxation and customs.

EU parliamentarian Marianne Thyssen will become commissioner for employment, social affairs and labour mobility. Cecilia Malmstrom, former internal affairs commissioner, is to lead the trade department, while Corina Cretu, an EU legislature member, will become commissioner for regional policy.

The appointments are subject to approval by the European Parliament.
